As long as you know where to look, you will always find good quality cannabis. Buying cannabis from locals or off the street is always a risky endeavor- not only can you be in trouble if you get caught, but the quality is almost always very poor.

When buying off the streets, you can also find ‘cheap weed’ for 6 to 7 Euros a gram, and hash for 5 Euros a gram, but then again, the quality will depend upon your dealer.
